Glycerine, or more properly Glycerol, is a sugar alcohol, chemically similar to both sugar and alcohol.  It is a colourless, odorless, but sweet tasting viscous liquid at room temperature.  More importantly, it is non-toxic and a good solvent, which means it is used widely in pharmaceuticals as a base for other chemical mixtures.
